Development finance panel to consider 3 grant requests

The Delaware Council on Development Finance will consider three Strategic Fund grant requests at its meeting on Monday morning at the Buena Vista center south of New Castle.

The state Strategic Fund grants are tied to levels of investment and employment from the applicant. Proceeds are typically paid off quickly in the form of personal income taxes.

Applicants

  • Agilent Technologies, maker and developer of laboratory testing technology, is requesting a Delaware Strategic Fund grant for the $303,330 to expand operations near Wilmington.
  • Analytical Biological Services, Inc. is requesting an adjustment to their Graduated Lab Space grant for $400,000.
  • Start-up drug company Prelude Therapeutics Incorporated, Wilmington, is requesting an adjustment to their Graduated Lab Space grant of $960,000.

The panel will also consider the revenue bond issue from Providence Creek Academy Charter School, Clayton. The bonds would finance a capital improvement program and pay off and refinance other loans.

The bonds require state approval with the financial risk assumed by bond investors.

Revenue bonds have been used by charter schools that are already in operation and receive per-pupil funds from the state.

Charter schools are required to find start-up funds before going into operation. There are about two dozen charter schools in Delaware
