Dover Police are advising residents to be careful about  sales initiated online.

Offices are seeking  William Loper, 24,  following a robbery in front of Pine Grove Apartments E Building on Monday night.

Two people met with a man identified as Loper through an unidentified  online app in an attempt to buy a phone.

Police said the suspect  pointed a handgun at one of the victims and demanded their belongings.  The victims gave cash, watches, and a cell phone to Loper, who then fled.

Police said the department allows the use of its parking lot and surrounding areas for those seeking to make a sale as long as access is not blocked.  Police cannot act as witnesses.

Police have long cautioned individuals and businesspeople about the use of Craigslist and other services in buying goods. Of late, mobile phone apps have been heavily promoted as a way to sell unneeded items.

Other tips for individuals or  businesspeople include:

  • Insist on a public meeting place like a cafe, shopping center parking lot or similar location.
  • Do not meet in a secluded place, or invite strangers into your home. Large items can be placed in a  garage.
  • Be especially careful buying/selling high value items.
  • Consider making high-value exchanges at a police station.
  • Tell a friend or family member where you’re going or when you’re having a buyer/seller in your home.
  • Take your cell phone along if you have one.
  • Consider having a friend accompany you.
  • Trust your instincts and survey the area.
