Normally, sewer service bills are mailed in January and are due at the end of February. Because of a change in the billing cycle by Artesian Water from quarterly to monthly, the billing schedule was adjusted for 2014 only. Sewer charges are based on water consumption. The change resulted in overcharging of some customers and the under charging of others last year, due to the change in the billing schedule and flawed calculations.
