Maryland community college chief decides not to join Del Tech

Delaware Technical Community College announced that Murray “Ray” Hoy will remain at his current post, multiple news outlets reported.

Hoy  serves as president of Wor-Wic Community College in Salisbury, Md. He will tae the post in the near future. Hoy reportedly could not reach an agreement with Delaware Tech on a path forward.

Mark T. Brainard will serve as interim president and may be the front-runner with Hoy out of the picture. He had been viewed in some quarters as the heir-apparent as he had been serving in the No. 2 post since President Orlando  George announced plans to retire.

Brainard served as a chief of staff to former  Gov. Ruth Ann Minner during a scandal involving the transfer of property to a liquor distributor and friend of the governor.  The sale and other issues  led to major reforms at the Delaware Department of Transportation.

George retired on June 30 after serving 19 years as president of the college.

The appointment came in a vote by Delaware Tech’s Board of Trustees at a special board meeting on July 9.

The appointment concludes a search launched in March. The committee chose Hoy from 20 candidates.

Hoy became the second president of Wor-Wic Community College in July 2000. Prior to this position he spent 24 years at Chesapeake College on the Eastern Shore of Maryland, where he held numerous positions including; executive vice president (chief academic and chief administrative officer), administrative vice president, dean of student development and director of admissions and registration.

Hoy holds degrees from Chesapeake College (AA), Washington College (BA), the Johns Hopkins University (M.S. in Higher Education Administration), Central Michigan University (M.A. in Business Management and Supervision), the University of Baltimore School of Law (Juris Doctorate) and Wilmington University (Doctorate in Education Leadership and Innovation). He is a member of the Maryland Bar Association and a graduate of the 1996 class of Leadership Maryland.
