Reuters is reporting that Fisker Automotive founder Henrik Fisker has teamed up with a billionaire from Hong Kong in an effort to buy back the federal loan for the company for pennies on the dollar.

The move follows other of other investors eyeing a similar move in an effort to salvage the company.

While no one has spoken for attribution on the matter, the discussions make sense, since Fisker has not filed for bankruptcy after being  virtually shut down. Industry analysts had expected to bankruptcy filing to occur.

The automaker was using  the federal loan in an effort to build a mid-sized car in Delaware. The loan was suspended by the federal Energy Department. Delaware also gave a $20 million financial package to Fisker.
