The Delaware Department of Transportation (DelDOT) has awarded the sixth of the seven principal contracts for the U.S. Route 301 Mainline Project.

With a “Notice to Proceed” effective June 13, the contract provides 789 calendar days to construct the intersection at U.S. Route 13 and Port Penn Road providing toll-free access to State Route 1.  Of the four submissions Diamond Materials of Newport, Delaware, was the successful bidder with a proposal of $11,142,890.35.

Previously awarded contracts include:

  • U.S. Route 301 and SR 1 Interchange. A 782-calendar-day project to construct the interchange north of the Biddles Corner Toll Plaza.  Tutor Perini Corporation of New Rochelle, New York, was the successful bidder with a proposal of $35,388,000.00.
  • U.S. Route 301, Route 896 to State Route 1. A 1,230-calendar-day contract awarded to Tutor Perini Corporation of New Rochelle, New York, with the successful bid of $69,842,468.80.
  • U.S. Route 301, Levels Road to Summit Bridge Road. A 1,230- calendar- day contract awarded to Allan Meyers Contractors of Fallston, Maryland, with the successful bid of $93,777,777.00.
  • U.S. Route 301, Maryland State Line to Levels Road. A 850- calendar- day contract awarded to Greggo and Ferrara, Inc. of New Castle, Delaware, with  the successful bid of $46,054,715.79
  • U.S. Route 301, Norfolk Southern Railroad to Route 896. An 840 –calendar- day awarded to Richard E. Pierson Construction of Woodstown, New Jersey, with the successful bid of $21,315,701.98.

The Route 301 project was divided into several contracts in an effort to spur competition. Another factor was lack of large contractors capable of handling the entire project.

The new U.S. Route 301 will improve safety, manage truck traffic, and reduce congestion; support approved and proposed economic development in southern New Castle County;enhance the region’s ability to compete for economic development; create needed jobs; improve local access to the Northeast Corridor Rail (Amtrak), commuter rail (SEPTA) and bus (DART) services; improve livability in the region, and reduce fuel consumption and greenhouse gas emissions.

The new toll  road will also remove the bottleneck of the existing U.S. Route 301 and provide direct access to existing U.S. Route 301.

The existing U.S. Route 301 will be converted into a local roadway which is key to existing and proposed development. This, along with local road improvements, will accommodate the traffic resulting from the existing, approved and proposed development, along with the projected regional/interstate traffic.

Growth has exploded in the Middletown area, leading to increased congestion. The project has been in the works for decades, but fell victim to issues regarding its routing and funding.
