[new_royalslider id=”84″] The U.S. Small Business Administration and Delaware Director John Fleming  last week  Delaware’s celebrated the first African-American-woman-owned HUBZone firm and the long-running  effort aimed at turning around neighborhoods.

The event was held at Solid Rock Baptist Church in Dover.

Fleming  said Delaware small businesses like Mountain Consulting can grow with increased access to federal government contracting opportunities through SBA’s HUBZone Program.

“Delaware’s newest addition to the HUBZone Program, Mountain Consulting, is a great example of the program at work in our local community,” said Fleming. “The HUBZone Program revitalizes struggling business corridors, or ‘HUBZones,’ by giving their small businesses more access to federal government contracting opportunities. Given that edge, businesses can grow, create jobs, and turn whole communities around. When small businesses, like Mountain Consulting, are a success, we see more projects like Mountain’s work on the community center being erected at Solid Rock Baptist Church, and that makes Delaware a better place for all of us.”

As part of its HUBZone Program certification Mountain Consulting put  its headquarters at the SunRay Professional Center on South Bradford Street in downtown Dover. Prior to the recent renovation of that building, the building  was vacant for many years.

The Historically Underutilized Business Zones (HUBZone) program has been in existence since 1997. The program’s benefits for HUBZone-certified companies include: competitive and sole source contracting; 10 percent  price evaluation preference in full and open contract competitions; and subcontracting opportunities.

The federal government has a goal of awarding 3% of all dollars for federal prime contracts to HUBZone-certified small business concerns.

To qualify for the program, a business (except tribally-owned concerns) must meet the following criteria:

• It must be a small business by SBA standards

• It must be owned and controlled at least 51% by U.S. citizens, or a community development corporation, an agricultural cooperative, or an Indian tribe

• Its principal office must be located within a “Historically Underutilized Business Zone,” which includes lands considered “Indian Country” and military facilities closed by the Base Realignment and Closure Act

•At least 35% of its employees must live in a HUBZone.
