Barry Schlecker, the local businessman who brought back the Brandywine Arts festival and founded the Newark Film Festival, has teamed up with New Castle County Executive Paul Clark to bring back the long-running Rockwood ice cream festival in early July.
The event had been discontinued for budget reasons as the county wrestled with severe budget problems. County funding is expected to run about $5,000
