Teen fashion retailer Rue 21 has filed for Chapter 11 bankruptcy protection for the third time in Delaware.

Reports from CoStar and other media outlets reported the company, headquartered in Warrendale, PA, plans to close all of its stores and sell its brand.

Rue 21 has stores in Dover Mall and Concord Mall in Delaware. Both Dover and Concord have struggled to retain tenants while destination malls like Christiana have high occupancy rates, despite a wave of bankruptcies and store closings.

At one time Ru 21 had more than 1,000 stores, but now has about 600 locations, many in malls.

Last year, Rue 21 added new members to its management team.

Ru 21 first filed for Chapter 11 in the early 2000s and for a second time about seven years ago.

The company is owned by a private equity firm.
