Services were held on  Thursday for attorney and Delaware civic leader,  Charles Edward “Chuck” Welch,  96.

Welch, who was born in Ohio, served in the Army in World War II, was captured three times by German troops and escaped twice before being liberated by U.S. troops.

After earning a law degree from Ohio State and working in state government, came to Delaware in 1958  to work in the legal department at DuPont Co.

He retired in the mid-1980s from DuPont as General Counsel.

During his career, Welch was involved in government matters including working on the passage of the Financial Center Development Act, which brought tens of thousands of jobs to Delaware.

He also served as a member of the transition teams for Govs. Castle and Carper as well as President of the State Board of Education. 

Welch was one of the founders and a long-time champion of the  Mary Campbell Center, north Wilmington, a home for adults with multiple disabilities.
