Bard named as VP and HR officer.
Melissa L. Bard, who has worked in higher education human resources, has been named vice president and chief human resources officer at the University of Delaware.
Bard has led the human resources operations at Frederick Community College, California State University, East Carolina University, and Pennsylvania State University.
Bard will provide strategic leadership on human resources matters to UD’s administrators, faculty, and staff in her new position. While fostering a customer-service-oriented human resources approach, she will work closely with other administrators to efficiently align HR, financial, and operational systems.

The Fund for Women names board members
The Fund for Women (FFW) at the Delaware Community Foundation (DCF) welcomed Melissa A. Micek, secretary; Jennifer Sonson, treasurer; Monica Shockley-Porter, advocacy chair; and Jennifer Vitak, New Castle County development chair to its Board of Directors.
Louie Phillips, FFW Chair, also announced the transition of Kathy Kiernan from Secretary to Advancement Chair and Cynthia Carter-Wedgewood from Collaborative Grant Chair to Governance Chair.
The FFW also thanks departing board members Susan Sherk, Molly Giordano, Lynn Evans, and Kristen Kuipers for their years of service.
Micek serves as the Director of Engagement for Philanthropy Delaware, formerly known as the Delaware Grantmakers Association. Micek received her Master’s of Public Administration from the University of Delaware. She graduated cum laude from the University of Lynchburg’s Westover Honors Program with a dual degree in Political Science and Philosophy.
Sonson has been with Raymond James Financial Services since 2010. Beginning her career as an intern, Sonson worked several years as a client services liaison before attaining the notable CFP® designation. She has a degree in Finance and Marketing from Wilmington University.
Shockley-Porter has been responsible for marketing, outreach, and management of several programs during her career and currently serves as the Community Relations Director at Dover Behavioral Health System. She earned a Bachelor of Science in Criminal Justice from Savannah State University, a Master’s in Administration of Justice from the University of Louisville, and a Master’s in Business Administration from Liberty University.
Vitak is a local insurance agent with Liberty Mutual. Vitak has an Associate’s Degree in Business from Cecil College.
Goldey-Beacom College announces new trustees
Goldey-Beacom College (GBC) announced the appointment of Dorrell Green and Melody Phillips as new members of its Board of Trustees, effective July 1, 2021.
Green is the Superintendent for the Red Clay Consolidated School District.
Green is an Organizational Leadership Doctoral Candidate (ABD), Wilmington University. He holds a Master’s in Education in Educational Leadership and a Bachelor of Science in Elementary Teaching Education, both from the University of Delaware.
Phillips is the Director of Operations for The Warehouse, a state-of-the-art teen center For Teens, By Teens in Northeast Wilmington.
Phillips holds a Master of Arts in Forensic Psychology from the Chicago School of Professional Psychology, a Bachelor of Science in Criminal Justice from Saint Joseph’s University, a Paralegal Certificate from Delaware Technical Community College, and is a Certified Behavior Analyst Technician through the Providence Service Corporation.
DHSS announces leadership changes
Delaware Department of Health and Social Services (DHSS) Secretary Molly Magarik announced leadership changes.
Tom Hall, who has served as Acting Director of the Division of Social Services since April 2021, has been named Division Director, effective July 12.
Marcella Spady, who has served as Acting Deputy Director since May 2021, has been named Deputy Division Director.
Steven Costantino, who serves as DHSS’ Director of Health Care Reform in the Secretary’s Office, will serve as Acting Director for the Division of Substance Abuse and Mental Health.
Joanna Champney, who serves as Chief of Planning, Research & Reentry at the Delaware Department of Correction (DOC), will join the Department of Health and Social as Director of the Division of Substance Abuse and Mental Health.
Michele Stant, formerly deputy director of the Division of Management Services (DMS), was named Chief of Staff for the Secretary’s Office.
Alexis Bryan-Dorsey, who previously served as Chief of Administration for the Division of Medicaid and Medical Assistance (DMMA), has been named Deputy Director for the Division of Management Service in the Office of the Secretary.
Rebecca Reichardt, who has been Chief of Administration in the Office of Management and Budget since 2018, will join DHSS on July 18 as Deputy Director for the Division of Management Services.
Deadwyler elected board chair at United Way of Delaware
United Way of Delaware (UWDE) announced that Rick Deadwyler has been elected to a three-year term as Chair of its Board of Directors. Deadwyler succeeds John D’Agostino, who served as Board Chair for the period 2018-2021.
In his role as Board Chair, Deadwyler will collaborate with other Board members and with UWDE’s senior leadership to set the organization’s strategic path, monitor progress toward UWDE’s long-term goals, and ensure the organization continues to advance its brand and agenda across Delaware and in Salem County, New Jersey.
Deadwyler is U.S. East Region Government & Industry Affairs Leader at Wilmington-based Corteva Agriscience. He leads strategic efforts to advance and promote public policy initiatives that support Corteva Agriscience and develops and maintains relationships with key government, business, and community leaders.
