The Delaware Department of Justice will not prosecute a case involving a Wilmington man and the City Council president.

Wilmington City Council President Hanifa Shabazz claimed she had been threatened by Dion Wilson. She had Wilson arrested and barred from council meetings.

The incident became a debate over the limits of free speech.

The Justice Department in October had determined that Shabbaz had violated Wilson’s rights by barring him from City Council meetings,  WHYY reported.

Shabazz continues to claim she was threatened.

“In conclusion of the Department of Justice’s decision to not proceed with the criminal case against resident Dion Wilson for harassment and threatening behavior toward me, I want to state for the record that I have faith in the criminal justice system and respect their decision in the disposition of this case,” Shabazz stated in an email message.  “No public official – male or female – should be threatened with violence or harassed while carrying out their public duties. I filed the criminal complaint, which resulted in Mr. Wilson’s arrest, as a measure of protection and to send a message that such behavior will not be tolerated by me as President of Wilmington City Council or by other members of the Council or our staff.”
