Delaware is moving forward with a 1,000-driver test of a user fee.
The user fee is seen as a way to finance highway construction as gas tax revenues continue to hold steady or even decline as more fuel-efficient vehicles and electrics that pay no fuel taxes to make their way to highways and streets.
Technology is also advancing with tolls as evidenced by the recently opened Route bypass that uses no toll booths
The test may show that it is too early to consider the fee revenue-raising.
