Cinnaire names executive vice president
Cinnaire, a non-profit Community Development Financial Institution (CDFI) that has provided more than $3.9 billion in community development funds in the past 25 years, has named Susan Frank Executive Vice President, Business Development. In this new position, she will be responsible for directing the company’s growth strategy throughout Cinnaire’s nine-state footprint, including community development initiatives, equity and debt.
Frank joined Cinnaire in 2014 as Senior Vice President managing business development in the MidAtlantic region. Prior to that, she was with Fannie Mae, most recently as Director of Customer Account Management in the organization’s Multifamily Mortgage Business. Previous positions with Fannie Mae included managing the company’s CDFI product and the Delaware Community Investment Center.
She served as the Executive Director of the Delaware State Housing Authority (DSHA) from 1993-2000. During that time, she was a member of the Governor’s Cabinet and the Governor’s Family Services Cabinet Council. Prior to serving as Executive Director at DSHA, Susan was the Chief Legislative Advisor to then-Rep. Tom Carper (D-DE) on all matters before the U.S. Housing of Representative’s Banking Committee and Housing Subcommittee.
She earned her B.A. from the University of Delaware.
Wohlsen Construction adds two superintendents
Wohlsen Construction Company is announced the addition of two new superintendents to the Wohlsen team. These construction professionals will be on site full-time, leading the project teams on Wohlsen’s recently awarded projects.
Steve Skelly joins Wohlsen as a superintendent for Kaplan All American Assisted Living in Washington Township. His 33 years of experience in the construction industry will enable him to successfully lead and direct the efforts in the field, solve unforeseen problems, and maintain the quality and safety standards of Wohlsen. Skelly holds a Bachelor of Science in Economics from the University of Delaware.
Frank Tier joined as a superintendent for Delaware State University. With 26 years of experience and vast knowledge of the construction industry, he will be responsible for planning, organizing, and managing resources to bring about the successful completion of Wohlsen’s projects.
New Castle County Planning Board chair named
Longtime State Senator and former New Castle County Council President Karen Peterson was sworn in t by County Executive Matt Meyer as Chair of the New Castle County Planning Board. Peterson was nominated by Meyer to fill the vacant Chair position, and her appointment was approved unanimously by New Castle County Council on October 23.
Delaware Harness Racing Commission names judges
Delaware Harness Racing Commission Executive Director, Mark Davis announced that the Commission has named Brian Manges, Presiding Judge, and two Associate Judges, Norman Short and Brent McLaren, to the judges’ stand.
With this announcement, Manges was promoted from Associate Judge to Presiding Judge. He has been involved in the sport his entire life with success as an owner, trainer and driver in his early years. Manges later joined the Commission and has filled almost every possible position available within the DHRC as he progressed in his career over the past 19 years, including identifier, paddock judge, chief investigator, and associate judge.
Norman Short has seen more than 40,000 races during his tenure as an official that has spanned several decades. Short served as a racing official at the Brandywine Raceway, known for its signature race “Battle of the Brandywine.” More recently, he has served as an official at Dover, Harrington, and several seasons as a fill-in Presiding Judge at Rosecroft and Pompano Park, Florida.
Rounding out the Judges’ Stand, McLaren will continue his service as an Associate Judge. He brings decades of experience in all aspects of the sport, including training, driving, and regulating.
Stephano Slack, announces promotions
Stephano Slack, LLC, a regional accounting and consulting firm, announced two promotions within its Audit and Assurance practice. Richard B. Skinner, CPA was promoted to Manager, and Patrick Dougherty was promoted to Senior Accountant. Skinner is based in the firm’s Wilmington, Delaware office and Dougherty is based in the Wayne, Pennsylvania headquarters.
Skinner is a member of the Delaware Society of Certified Public Accountants and earned his B.S. in Accounting from Goldey-Beacom College in Wilmington.
Dougherty is currently working toward his CPA and earned his B.S. in Accounting from Widener University in Chester.
