Delaware City Refining gets water intake permit

Delaware City Refining Co. has received a permit to continue to cool the refinery with Delaware River water

The permit from the Delaware Department of Natural  Resources and Environmental Control was issued, despite public comments that called for a  system that would recycle water and reduce the amount taken from the river.

DNREC Secretary Shawn Garvin cited current state and federal law in issuing the permit.

A public hearing on the permit was attended by 500 people, many of whom wanted extensive changes to the system reduce the loss of fish and other aquatic life.

DNREC noted that the current permit calls for a reduction in the amount of intake water that goes into the refinery.

The permit calls for further studies of the effect of the intakes on fish and other aquatic that go into the system despite screens and other measures that are taken to reduce the losses.

The refinery and the permit have been through a succession of owners that included Motiva, Premcor, Valero and currently,  Delaware City Refining Co., a part of PBF Energy.
