New Castle County Department of Finance has conducted an analysis of residential county bills related to Artesian water bills, prompted by the County Auditor’s review of the change of billing from a quarterly to a monthly billing cycle which occurred in April of 2012. Sewer bills are based on water usage.
Artesian changed its bill system from monthly to quarterly and apparently affected the system used to calculate sewer usage based on water consumption.
Complaints about the bills started popping up and there was some controversy about whether the county acted quickly enough to deal with the situation. Artesian has water customers in various areas of the county, including Bear and Hockessin. Click here for an earlier story.
The Department of Finance is now working with the County Auditor to discuss the most appropriate accounting methodology to issue credits and/or refunds to sewer users.
Customer credits are scheduled to begin on Oct. 1, 2013.
