Man charged with tossing bodily fluid on woman at New Castle Walmart

A New Castle man was arrested  Tuesday reportedly throwing a bodily fluid on a customer at the Walmart, 117 Wilton Boulevard.

The incident occurred at 3:30 p.m. as a 20-year-old- woman was standing in a store aisle using her phone. As a male, identified as Frank J. Short Jr., 22, walked by her, she felt a liquid thrown onto her leg. She looked down and saw bodily fluid on her thigh and leg.

The victim walked through the store while Short followed her. Eventually, she found two employees who took her to a secure location in the store.  Delaware State Police were able to take Short into custody without incident.

Short was transported to Troop 2, where he was charged with offensive touching with bodily fluid, harassment, lewdness, and disorderly conduct. He was committed to Howard R. Young Correctional Institute on $2,500 cash, $4,000 secured bail.
