Former Maryland cabinet secretary nominated to be planning chief in New Castle County

New Castle County Executive-elect Matt Meyer will nominate Richard Hall, former Secretary of the Maryland Department of Planning, as General Manager of the New Castle County Department of Land Use.  

“I am thrilled that Rich has agreed to lead our land use department,” Meyer said. “Our land use department plays a vital role in limiting sprawl, job creation, preserving and expanding open space, and developing smart growth policies. We are eager to get started with Rich at the helm.” 

After earning bachelor’s and master’s degrees in planning, he began his career with the Harford County, Maryland Department of Planning and Zoning, before moving to the Maryland Department of Planning in 1992, where he served in a number of positions, including Secretary of the Department from 2007 to 2015. Since then, Hall has worked as a planning consultant and Executive Director of the Baltimore area’s Citizens Planning & Housing Association.

As Secretary of the Maryland Department of Planning and a member of former Governor Martin O’Malley’s cabinet, Hall initiated and completed a first-ever State Development Plan, a sustainable growth strategy for Maryland.

Delaware has no cabinet-level planning post.

New Castle County Council will have the opportunity to approve Hall’s nomination in early 2017.
