Delaware State Police reported that at 7:34 p.m.,  Aleksandr Y. Mitishov exited the driver’s seat of a 2014 Ford F-350, which had been parked on the right-hand shoulder of northbound I-95 on the Brandywine River Bridge, just south of Route . 202.
Mitishov, who was employed by Enterprise Flasher Company of Wilmington, was preparing to set up construction warning signage and was wearing a reflective vest when he stepped out onto the roadway into the right-hand lane of travel.
He was  struck by the right side front of a 1998 Nissan Quest, driven by  Victor M. Sitiriche, 35, of Wilmington,  traveling in the right hand northbound lane.
The force of the impact caused Mitishov to become airborne. He then landed in the right-hand lane of travel just north of his parked vehicle.  Sitiriche was able to bring his vehicle to a  stop on the right-hand shoulder of the roadway.

Mitishov was treated at the scene by New Castle County Paramedics. He was then removed from the scene and transported to the Christiana Hospital Trauma Center where he was pronounced dead.

Sitiriche, as well as five passengers in his vehicle, were all properly restrained and were not injured.

This crash remains under investigation by the Delaware State Police Collision Reconstruction Unit. Alcohol is not being considered as a factor in the crash and it is unknown at this time if speed was a factor.

Traffic was restricted in the area to one lane of travel for about  three hours as the crash was investigated and cleared.
