A report from the Department of Natural Resources and Environmental Control indicated that a problem occurred when a compressor tripped.

In excess of 100 pounds of sulfur dioxide was emitted, with the incident lasting in excess of 13 minutes. The incident occurred late Wednesday morning.

A similar problem involving a compresor resulted in a four-minute-long release on April 4 with the emission estimated at 100 pounds.

The refinery is owned by PBF Energy, which started up the plant last year, after a lengthy turnaround  and refitting aimed at making the site more reliable and less prone to operating  problems. The refinery had been closed by previous owner Valero and seemed destined for demolition before PBF stepped and bought the plant.

PBF received financial assistance from the State of Delaware in return for negotiating tougher emissions standards.
